He has experience working in resource management, customary fisheries and historic settlement negotiations matters for Te Rūnanga o Toa Rangatira, before spending several years working abroad. He joined Te Ohu Kaimoana in February 2014 and has previously worked on regional aquaculture settlements and Te Wai Māori policy issues. Graeme was appointed into the role of Chief Executive in April 2024.

Graeme has a Bachelors Degree in Commerce (Māori Resource Management, Commercial Law) from Victoria University.
